Helen Webster

Helen has 20 years of experience in the Scottish Government and has worked across a range of policy teams across Education, Culture, Equalities, Third Sector and Social Enterprise; as well as acting as Principal Private Secretary to the Permanent Secretary.

Helen has also worked in a range of international settings in diplomatic and trade roles including as First Secretary for Scottish Affairs and Vice President for Scottish Development International in Canada, and as a Senior Executive for Scottish Enterprise working across the Middle East with posts in Dubai and Qatar.

Helen is a committed and enthusiastic public servant who is committed to working together with communities and with the wider public sector and key partners in order to improve the lives of people in Scotland. Her commitment to equality and inclusion underpins her work and her relationship with colleagues and teams.

In her current role she is responsible for the oversight of Cabinet business and propriety, for the Scottish Government’s legislative programmes and relationship with the Scottish Parliament, and for oversight of the Scottish Government’s Protocol and Honours functions and relationships with the Royal Household.
