Leanne Carson

Leanne is an empathetic leader with a track record of large scale, complex delivery underpinned by strong commercial acuity and has a motivation for securing value for money of public funds. With over 18 years in the Scottish public sector, Leanne has vast experience in digitally enabled transformation, strategic design, the transition of organisational layers to future Target Operating Models and the criticality of engaging ‘hearts and minds’ around a collective and compelling vision.

Leanne is outcome focused and committed to leading with integrity. She has a proficiency for breaking down perceived barriers or ambiguity between technical and business-oriented areas to achieve collective strategic outcomes and is passionate about building in-house capability that reduces Government reliance on expensive external support. She is experienced in delivering positive outcomes for citizens against challenging and fast paced backdrops, driving delivery in adherence with robust governance, actively managing risk, applying change control and championing lessons learned.

In October 2023, Leanne became Programme Director for the Scottish Government’s Social Security Programme, having worked within the Programme since July 2018. As one of the largest and most complex Transformation Programmes of work that Scottish Government has delivered to date, this is an area of high political interest and intense public scrutiny.
