The cyber threat landscape is evolving rapidly - driven by increased digitalisation and the emergence of AI-powered threats. For Scotland’s public sector, this means resilience must go beyond defence - it must be embedded into systems, culture, and response strategies.

This session offers a deep dive into what it takes to build long-term cyber resilience in the public sector:

• Strengthening organisational resilience through policy, design, and culture

• Upskilling staff to respond confidently to current and emerging threats

• Harnessing AI and automation to enhance threat detection and response

When a cyber incident hits, quick and coordinated action is critical. But many response efforts fall short due to unclear roles, outdated plans, or lack of preparation. This session will explore how public sector organisations can build effective, well-practiced response and recovery plans to reduce disruption and get services back up and running fast.
Panellists will discuss:
• Developing and maintaining a clear, effective incident response plan
• Lessons learned from recent cyber incidents across the public sector
• The value of cyber exercising in identifying gaps and building confidence
• Running impactful tabletop exercises that engage both technical and non-technical teams
• Integrating incident insights into long-term resilience planning
