Allan has worked in the Scottish Parliament for almost his entire career. Joining in 2005, he first worked in Committee Office, with the Justice and Finance Committees, before moving to the Scottish Parliament Information Centre (SPICe), as a researcher specialising in the public finances and local government. In 2016 he took up the role of Head of Research and Financial Scrutiny, jointly leading SPICe. He has recently returned from a secondment with Audit Scotland as Secretary to the Accounts Commission to take up the new role of Head of Operations, working with the Clerk/Chief Executive.
