Elaine Moffat

I’ve worked in public services since graduating from University in 1990; originally as an IT Officer in the Land Registers for 7 years, then as a senior systems administrator installing software and hardware in the Scottish Courts. In 2005 I moved to information governance as Fife Council’s Information Co-ordinator for three years, before joining the Commissioner’s office to investigate appeals. More recently, I’ve been part of the Policy and Information team, helping to promote FOI through events, website content and enquiries. I’ve been undertaking intervention work aimed at improving FOI practice as part of that role, and more recently this has become my main role as part of a newly formed, dedicated interventions team set-up in March 2026.
