
Emma is a senior Business Change and Transformation leader within NHS Scotland’s Digital & Security Directorate, with a focus on driving innovation at scale across complex public sector systems.
She currently leads Organisational Readiness and Change for Scotland’s Digital Front Door programme and is the key architect of the Integrated Benefits Management Framework (IBMF) a benefits-led approach that creates a clear line of sight from project- and programme-level delivery through to portfolio-level decision-making and national strategic priorities, ensuring innovation not only happens, but delivers sustained public value.
Emma’s career spans healthcare, public health, and education. Earlier in her career, she spent 15 years leading an international school, tailoring inclusive and future-focused programmes for neurodiverse learners. Her work is informed by postgraduate study with the Institute of Psychiatry, Psychology & Neuroscience (IoPPN) at King’s College London, shaping a distinctive approach that blends behavioural science, systems thinking, and human-centred design.
Recognised for her ability to translate complex innovation agendas into practical people-centred frameworks, Emma enables adoption, builds capability and drives long-term impact for the people of Scotland. She is passionate about creating environments where people thrive, building human connection through fun, humour and curiosity.
