Originally qualified as an archivist and records manager, Frank has worked in information governance for over thirty years, mostly in the public sector. He has been FOI lead in a Whitehall Department and an NHS organisation, and is a former chair of the NHSScotland FOI Forum. He is now freelance, working closely with Tkm & Associates, providing training and consultancy in FOI, data protection and records management.
