I was the the first Scottish Information Commissioner, (2003-2012). Author of ‘Freedom of Information in Scotland in Practice’. (EUP 2012). Established the Centre for Freedom of Information at Dundee University where I am Honorary Professor. International consultant on freedom of information and former member of the World Bank’s Access to Information Appeals Board. Former Convenor of the Standards Commission for Scotland and currently a Decision Maker for the External Review of Complaints regarding Scottish Ministers.
