Lee Panter

Lee Panter has worked in the field of health and social care for over 25 years, gaining extensive experience, knowledge, and expertise across various sectors of the NHS in both commissioning and provider roles.

Lee began his career in the NHS in a clinical capacity as a physiologist specializing in cardiovascular disease (CVD) and cardiovascular rehabilitation. His passion for change management and service redesign led him to project and change management roles across the North West of England, contributing to the development of CVD pathways across primary, secondary, and tertiary care for the Modernisation Agency, the Coronary Heart Disease Collaborative, and NHS Improvement.

In addition to managerial experience within a large secondary care NHS Trust, Lee has worked nationally, supporting the Department of Health and the National Heart Tsar in implementing health policy across various regions in the UK.

Lee went on to work in a commissioning capacity for a forward-thinking, innovative Primary Care Trust (PCT), where he successfully led the procurement, implementation, and commissioning of multiple public health and primary care services. He also supported the NHS Technology Adoption Centre, tackling the underutilization of clinical technologies in the NHS and helping identify and implement new technologies within complex healthcare environments.

This experience culminated in the creation of Inspira Health, an organization founded to deliver innovative solutions to the healthcare market, with a strong focus on primary care. Inspira Health has won numerous national awards for service innovation and clinical education and has contributed to the prevention of hundreds of strokes through its flagship service, Primary Care Atrial Fibrillation (PCAF).

Currently, Lee is the Managing Partner of Primary Care Knowsley, a federation of 46 NHS GP practices operating from 11 locations across Knowsley, Merseyside — the second most deprived borough in England. The federation provides primary care services to over 53,000 patients, representing around one-third of the Knowsley population. In this role, Lee provides strategic leadership for practice operations, contractual management, and the ongoing development of high-quality, patient-centered care.
