As we approach one year since the kick-off of the Cloud Migration Service as part of the Cloud First Programme and look ahead to the Scottish Government’s Cloud Service Framework refresh in 2023, it is an ideal time to reflect on cloud migration in the Scottish public sector. With more experience in transition to cloud services than ever before, public sector organisations have learnt lessons to share and are well placed to take next steps toward greater cloud optimisation.

Holyrood Connect’s 4th annual Public Sector Cloud event returned in person in 2022, having been virtual for the past two years. This year, the event marked the beginning of Holyrood Connect’s 2nd annual Connect Week – a series of online, in-depth webinars that explored some of the key topics in Scotland’s tech sector. As always, Public Sector Cloud allowed delegates to engage with thought leaders and experts about the progression of cloud migration across the public and third sectors now that we are two years since Covid-induced cloud enthusiasm.

Delegates heard from public sector thought leaders and industry experts on a range of topics around the ongoing migration process, lessons learned thus far, and aspects needing attention to continue a successful cloud journey. Sessions of a variety of formats, including panel discussions, case studies, and lightning talks, delved into elements such as:

  • Common challenges within the migration process and the innovative solutions implemented to overcome them.
  • The broader shift, including increased skills development and business culture, that needs to occur in organisations when successful cloud migration is the goal.
  • Lessons learned along the path towards cloud maturity from local case studies across Scotland.

Sessions at Public Sector Cloud 2022 allowed a broad range of delegates to engage with these topics as we recognised that moving an organisation to cloud services is more than IT transformation—it is a business-wide transformation.

Ross moved to Digital Directorate on the Scottish Government Cloud First Programme as Transformation Manager in March 2018. The Programme’s main aim is to promote cloud and support public organisations to move to the cloud.

The opening session of Public Sector Cloud 2022 will consist of three presentations by thought leaders who will unpack where the Scottish public sector currently sits in the journey of cloud migration. Speakers will touch on challenges that have arisen in the last couple of years since cloud adoption has intensified due to Covid-19 and how organisations overcame them. A representative from the Scottish Government will partake in this session to provide an update on the work being done around Cloud migration.

This short session will highlight the Scottish Government’s Cloud Migration Service and reflect on its recently delivered first pilot programme. This pilot has involved helping the R100 team to transition their applications to a cloud platform and supporting the team from business case creation to platform onboarding. The session will provide an opportunity for delegates to learn about a real-life experience of cloud migration from start to finish.

The path to cloud is well-trodden, but many organisations are now having to re-think and re-design to overcome the challenges faced through the adoption of multiple cloud platforms. Rather, the shift to cloud services should be viewed as an organisation-wide transformation process. This session will delve into aspects crucial to the migration process outside of technology such as skillset development, cross-team collaboration, and breaking down of silos. A combination of public sector thought leaders and industry experts will partake in a panel discussion to unpack these topics and provide guidance on how organisations can find success early on in their journey.

This series of two short presentations, or ‘lightning talks,’ will highlight public sector experiences with cloud migration and demonstrate the different places organisations can be on the path to complete transformation.
