Public Sector Data & AI Summit 2026

In his address at Holyrood’s Public Sector Data Summit in 2025, Ivan McKee MSP, Minister for Public Finance, urged delegates to place data at the heart of their plans, citing its potential to “deliver better public services, improve lives and strengthen communities”.

Holyrood’s Public Sector Data & AI Summit 2026 will once again provide a vital platform for shared learning, cross-sector collaboration, and fresh thinking.

As Scotland prepares for the next parliamentary election, the strategic use of data and ethical application of AI will play an important role in shaping the policy agendas and delivering better services for communities. This event will focus on how Scotland’s public sector can advance its use of data and AI – responsibly, innovatively, and in ways that build trust and deliver tangible benefits to citizens.

Join us for a day of high-impact keynotes, hands-on case studies, and strategic insights designed to support everyone – from data analysts to chief data officers – as they navigate the complex data challenges and opportunities ahead.

Attendees will also have the opportunity to enjoy an exhibition area and connect with peers during dedicated networking sessions.

This panel will explore what it takes to become a data-mature, insight-driven organisation, from culture and capability to collaboration.
Our speakers will also shine a light on a vision for public sector data in Scotland.

Public sector organizations worldwide face an increasingly complex challenge: how to make sound decisions when traditional forecasting models fail to capture the realities of human behavior. Classical approaches assumed perfect rationality, overlooking the cognitive limitations, biases, and decision fatigue that actually drive outcomes in high-stakes policy environments.
This session presents an international case study of how artificial intelligence is revolutionizing public sector analysis through the Multi-Level Political Dynamics Framework (MPDF 3.0). By integrating cognitive science with Bayesian computational methods, this framework models decision-making across three critical levels:

• Macro Level: Institutional structures, legal frameworks, and system-wide stability
• Meso Level: Organizational coalitions, inter-agency dynamics, and stakeholder groups
• Micro Level: Individual decision-makers, their influence networks, and cognitive capacity

This session will explore how Scotland can lead the way in harnessing Data and AI responsibly.
We will delve into the importance of data sharing, safer collaboration, and protecting citizen data.
